Interim evaluation of the InvestEU Programme

The interim evaluation of the InvestEU was undertaken in accordance with Article 29 of Regulation (EU) 2021/523, which establishes the Programme. The evaluation was based on an independent study carried out by ICF SA under a DG ECFIN framework contract. It assesses the functioning of the InvestEU Fund, the use of the EU guarantee, and the activities of the InvestEU Advisory Hub and the InvestEU Portal from the launch of their operations until 31 December 2023. The evaluation was conducted against the criteria of relevance, effectiveness, additionality, efficiency, EU added value, and coherence. It was concluded in September 2024.
