InvestEU: 2nd Call for Expression of Interest for the InvestEU Fund and the InvestEU Advisory Hub published

The European Commission published the 2nd Call for Expression of Interest for the InvestEU Fund and the InvestEU Advisory Hub to become an implementing partner or an advisory partner.

A Call for Expression of Interest to select implementing partners is open as of 25 October 2023.

The EU guarantee amount available under this call for the InvestEU Fund is €1.37 billion. The EU guarantee amount of the 2nd call might be increased at a later stage subject to the availability of further EU guarantee under the InvestEU programme. Applications can be submitted at any time on a rolling basis and will be evaluated on a bi-annual basis on each cut-off date of the call. Applications shall be submitted until 28 February 2026 or earlier if the budget is exhausted. At least 30% of the budget available at each cut-off date will be available to new potential implementing partners.

The maximum amount of EU contribution available under the 2nd call for the InvestEU Advisory Hub is €33.1 million with a maximum allocation of €5 million per advisory partner. Applications can be submitted at any time on a rolling basis and will be evaluated on a bi-annual basis on each cut-off date of the call. Applications can be submitted until 31 August 2025 or earlier if the budget is exhausted. At least 30% of the budget at each cut-off date will be available to new potential advisory partners.

How to become an advisory partner

Background information

The InvestEU programme provides the European Union with crucial long-term investments by leveraging substantial private and public funds and finance in support of a sustainable growth. It also helps mobilise private investments for EU policy priorities, such as the European Green Deal and the digital transition. The InvestEU programme brings together under one roof the multitude of EU financial instruments currently available to support investment in the European Union, making funding for investment projects in Europe simpler, more efficient and more flexible.

The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal. The InvestEU Fund is implemented through financial partners that will invest in projects using the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increasing their risk-bearing capacity and mobilising at least €372 billion in additional investment. InvestEU Advisory Hub partners, implementing the InvestEU Advisory Hub support, provide project advisory, capacity building and market development support to promoters and intermediaries to create the InvestEU pipeline of projects.
