What is the InvestEU Programme
The InvestEU Programme supports sustainable investment, innovation and job creation in Europe. It aims to trigger more than €372 billion in additional investment over the period 2021-27.
The InvestEU Programme builds on the successful model of the Investment Plan for Europe, the Juncker Plan. It will bring together, under one roof, the European Fund for Strategic Investments and 13 other EU financial instruments.

What does the Programme consist of?
InvestEU Fund
The InvestEU Fund aims to mobilise more than €372 billion of public and private investment through an EU budget guarantee of €26.2 billion that backs the investment of implementing partners such as the European Investment Bank (EIB) Group and other financial institutions.
InvestEU Advisory Hub
The InvestEU Advisory Hub provides technical support and assistance including capacity building to project developers and entities – private and public - helping with the preparation, development, structuring and implementation of investment projects.
InvestEU Portal
The InvestEU Portal brings together investors and project promoters on a single EU-wide platform, by providing an easily-accessible and user-friendly database of investment opportunities available within the EU.
The Member State Compartment
The InvestEU programme also provides for an opportunity to Member States to add funds to the EU guarantee’s provisioning by voluntarily channelling a part of their Cohesion Policy Funds or of their RRF funds to the Member States compartment for each policy area.
Contribution to the Green Deal Investment Plan and Just Transition Mechanism
InvestEU is an important part of the Green Deal Investment Plan and is helping delivering on its targets.

By providing support to investments in digital infrastructure, innovation, technologies and skills InvestEU is empowering people with a new generation of technologies.
Providing long-term funding to companies and projects
The InvestEU Programme is uniquely suited to provide long-term funding to companies and to support EU policies in a recovery from a deep economic and social crisis. In the current crisis, the market allocation of resources is not fully efficient and the perceived risk impairs private investment flow significantly.
The InvestEU Programme, whose budget stems partly from Next Generation EU, is able to provide crucial support to companies in the recovery phase. At the same time, and in line with its original goals, it ensures a strong focus of investors on the EU’s medium- and long-term policy priorities such as the European Green Deal, the European Green Deal Investment Plan and the Strategy on shaping Europe’s digital future.
InvestEU also supports activities of strategic importance to the EU, in particular in view of enhanced resilience and of strengthening strategic value chains.

Recovery and Resilience Facility
The Recovery and Resilience Facility is the key instrument at the heart of Next Generation EU to help the EU emerge stronger and more resilient from the current crisis.
It will make €672.5 billion in loans and grants available to support reforms and investments undertaken by Member States. The aim is to mitigate the economic and social impact of the coronavirus pandemic and make European economies and societies more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions.
